About Us
The Horn of Africa Institute for Peace and Security (HOAIPS) is a non-partisan, non-profit organization that promotes peace, security, research, and resilience in the Horn of Africa region. The institute was established in 2020 to address the region’s complex security challenges, including armed conflicts, terrorism, extremism, and poverty. The institute’s approach is based on conflict prevention, conflict resolution and peace building, stabilization, research, environmental security, cyber security, and training programmes. It seeks to work with various stakeholders, including governments, the UN, civil society organizations, international partners, donors, and regional organizations, to achieve its goals. We are registered and recognized by the Somali government and operate from Somalia, with a vision to expand our operations throughout the region. Our institute works closely with an extensive network of national and international stakeholders, including government ministries, the United Nations (UN), the African Union (AU), and the African Union Transition Mission in Somalia (ATMIS), international partners, civil society organizations, and relevant state ministries in federal member states of Somalia.

Peace building and Conflict Resolution
Our organization is committed to promoting peace building and conflict resolution in the Horn of Africa region. We will work closely with the federal government’s Ministry of Interior to implement the National Stabilization Plan. By actively participating in stabilization efforts, we aim to contribute to the restoration of peace and stability in conflict-affected areas. Additionally, we will collaborate with the Tubsan Centre for Pre[1]venting and Countering Violent Extremism, providing technical advice and capacity building to enhance their efforts in countering extremism and promoting peace.
Capacity Building and Training
We recognize the importance of building capacities and skills to enable effective peace and security interventions. Our organization will continue delivering compre[1]hensive peace operations training in partnership with the Peace Operations Training Institute (POTI). We will extend our training programs to include government officials, security forces, and other stakeholders, empowering them with the neces[1]sary knowledge and skills to contribute to peacebuilding efforts in the region.
Research in Peace and Security
We are committed to conducting research on peace and security issues in the Horn of Africa. To ensure the relevance and impact of our research, we will engage and collaborate with relevant stakeholders and potential donors. By exploring emerging trends, challenges, and innovative approaches, we seek to generate valuable insights and evidence-based recommendations to inform policy and practice. Our research initiatives will align with the implementation of the 2030 Agenda for Sustainable Development Goals (SDGs), contributing to the achievement of peaceful and inclusive societies
Partnership and Stakeholder Engagement
We recognize the importance of partnerships and collaboration in achieving sustainable peace and security. We will actively engage with relevant stakeholders, including governments, international organizations, civil society, academia, and local communities. By forging strong working relationships, we aim to foster dialogue, cooperation, and coordinated efforts to address peace and security chal[1]lenges in the region. We will actively seek partnerships with potential donors who share our vision and are committed to supporting our initiatives
